Wolverhampton Council Planners Advocate for £80m Warehouse Expansion Despite Local Concerns

Wolverhampton City Council’s planning officers have recommended approval for an £80 million expansion of Constellation Cold Logistics’ (CCL) warehouse facility located on Park Lane Industrial Estate. The proposal includes constructing a 108,900 square foot cold storage warehouse, aiming to modernize and significantly increase the site’s storage capacity.

The council’s planning committee is scheduled to review the application on June 2. Despite receiving ten objections from local residents concerned about congestion, noise, emissions, light pollution, and parking challenges near residential areas, planners argue the development aligns with the industrial character of the area and will not adversely affect nearby homes when mitigation measures are applied.

Previously, an even larger £90 million plan submitted last October—intended to triple pallet storage to 60,000—was withdrawn due to concerns about its scale and impact on neighbors. The new proposal maintains a substantial but reduced footprint, aiming to double capacity to 40,000 pallets and create 37 new jobs, with operations running 24 hours daily.

Planning documents state that without approval, CCL would be forced to relocate its operations away from Wolverhampton, risking the loss of substantial local investment and employment opportunities. The current site, purchased by CCL in 2023, contains outdated facilities dating back decades, necessitating significant upgrades to maintain viability.

A statement from CCL emphasized the priority of keeping the facility at Park Lane, citing the lack of suitable alternative sites within the local area and the logistical challenges of moving operations. The company proposes that the warehouse be operational by summer 2027 if approved, highlighting the importance of this development for sustaining and growing cold storage infrastructure in the city.
