What You Need to Know About ‘Ghost’ Drivers Using Leaves, Pens, and Cellophane to Evade Cameras

The misuse of vehicle number plates in the UK is becoming a widespread problem, posing significant risks to both road safety and national security. Recent research indicates that as many as one in 15 vehicles may be equipped with plates deliberately designed to avoid detection by automatic number plate recognition (ANPR) cameras.

This alarming trend has prompted the All-Party Parliamentary Group on Tackling Stolen Vehicles (APPGTS) to release a report highlighting the urgent need for regulatory reform. The report outlines recommendations such as drastically reducing the number of licensed plate sellers to prevent rogue operators, banning the use of 3D and 4D plate designs that distort plate appearance, and raising manufacturing standards to make plates harder to manipulate.

Addressing these issues is crucial to curbing a range of criminal activities, from evading road charges to facilitating organized crime. Enhanced controls and stricter enforcement will help ensure that vehicle identification remains reliable, promoting safer roads and strengthening national security measures.
