West Midlands Police Officer Found Guilty of Improperly Accessing Confidential Information

A former West Midlands Police officer was found to have conducted unauthorized searches through confidential police databases over a period of nearly two years, a disciplinary hearing revealed.

PC Katie Bowie accessed sensitive information including names, addresses, mugshots, and incident details related to individuals she personally knew, despite lacking the authority to do so. The misconduct panel concluded that these actions served no legitimate policing purpose and were carried out for personal reasons without the knowledge of those concerned.

Following a public hearing in August, West Midlands Police redacted specific details about the searches and the individuals involved from the official report. The panel determined Ms Bowie breached professional standards related to honesty, integrity, confidentiality, and discreditable conduct.

Panel Chair Julia Debenham stated, “The searches all related to persons connected to her. She accessed information that was confidential. Had the officer had concerns relating to any individuals, she would have known to report this in a different way, rather than access the system herself. I am satisfied that these searches had no legitimate policing purpose.”

The misconduct occurred between 27 December 2022 and 11 December 2024, encompassing multiple instances where Ms Bowie carried out targeted searches, sometimes using variations in spelling to locate information on certain individuals. She viewed investigation reports, custody images, and personal contact details linked to her searches.

Although her actions were deliberate and intentional, the panel found no evidence that she shared the data with others. The information accessed was described as “highly confidential personal information” not available to the public.

Ms Bowie did not attend the hearing and was unrepresented. The accelerated misconduct process determined that, had she still been employed by West Midlands Police, she would have been dismissed for her misconduct.
