Women runners and walkers in Worcestershire are now safer thanks to a new initiative from West Mercia Police. The ‘Jog On’ scheme deploys female officers undercover as joggers to identify and catch offenders who harass women in public spaces.
This proactive campaign responds to alarming findings from a University of Worcester study revealing that 68 percent of female runners have experienced some form of harassment while exercising outdoors. The project aims to tackle the misogynistic and predatory behaviour directed at women simply enjoying a run or walk.
Undercover female officers run in plain clothes across key locations in the county. Once any harassing behaviour is detected, nearby support officers are immediately dispatched to intervene.

Recent changes to the Public Order Act introduced in April have made it an aggravating offence to cause harassment, alarm, or distress based on a person’s sex or presumed sex. Offenders now face penalties of up to two years in prison.
Since launching, six operations have been conducted, with harassment identified in three instances. The successful strategy is set to expand to other areas within West Mercia Police’s jurisdiction in the coming months.
Insp Liz Warner emphasised: “Misogynistic remarks and predatory behaviours are entirely unacceptable. Women have long adapted their movements to feel safer, but the responsibility lies with perpetrators to change their behaviour. We are sending a strong message that such conduct will be challenged and punished.”
Police and Crime Commissioner John Campion added: “Women and girls too often feel unsafe in public spaces because of men’s actions, and this must end. I stand behind the strengthened laws and local efforts through the Jog On campaign to bring offenders to justice while encouraging public involvement as active bystanders. Together, we can eliminate these harmful behaviours.”
