UK Foreign Office Issues Travel Warning After Bolivia Declares State of Emergency

The UK Foreign Office has issued a travel warning following the declaration of a state of emergency in Bolivia, aimed at curbing widespread roadblocks and protests disrupting the country. This state of emergency, declared on June 21 by Bolivian President Rodrigo Paz, empowers the military and police to remove blockades that have severely affected food and fuel supplies.

In an address to the nation, President Paz described the antigovernment blockades as an orchestrated attempt to destabilize democracy rather than a simple social protest. He emphasized that the state of emergency is intended to restore freedom and order, not to restrict daily life. The decree, lasting up to 90 days, explicitly forbids blocking streets, highways, and transportation routes, with security forces authorized to enforce these measures.

The UK Foreign Office strongly advises against all but essential travel to several high-risk areas, including the department and city of La Paz, the Chapare region in Cochabamba Department (including Villa Tunari), and along key highway routes 4 and 24. Protests and road blockades continue throughout La Paz, Cochabamba, Oruro, Potosí, and Chuquisaca, with unpredictable conditions that could deteriorate rapidly.

Travelers are warned to avoid large crowds and demonstrations, refrain from crossing blockades, and remain vigilant to changing road conditions by monitoring local updates. The use of police or military forces to clear protests may lead to violent confrontations. Additionally, the state of emergency allows authorities to detain individuals not complying with restrictions for up to eight hours without charge. Alcohol consumption and gathering in designated red zones are now prohibited.
