Over the past month, rubbish has repeatedly been left along the Collector Road in Castle Bromwich, heading towards Solihull.
Most recently, on Wednesday, April 9, images showed an entire lay-by blocked by discarded furniture and other waste, with cones placed around the debris.
Councillor Alan Feeney described the situation as “a massive dump” that had been cleared only weeks earlier, yet the rubbish quickly returned.
