The library, located on Coppice Road, has remained shut since 2017 and was auctioned by the council in 2020 for £319,000. The developer, Integrated Designs and Associates Ltd, submitted an application to transform the property into four two-bedroom apartments with access from Lichfield Road. However, the council refused the proposal citing insufficient information regarding biodiversity net gain (BNG), a mandatory requirement under the Environment Act 2021.
