State Pensioners with Income Over £35,000 Excluded from New Council Tax Relief

The Labour government’s upcoming council tax reform introduces four new bands targeting high-value homes, with bills reaching up to £7,500 annually. However, state pensioners earning an average retirement income will largely be ineligible to delay these payments.

The reform targets properties valued around £2 million and includes a provision allowing owners with a total household income under £35,000 to defer payments until they sell their home or pass away. Unfortunately, data from the Department for Work and Pensions reveals that the average retirement income for couples stands at £35,400—just above the cutoff—effectively excluding many pensioners from deferment relief.

Sir Steve Webb, former pensions minister and current consultant at LCP, warns that up to two-thirds of pensioner homeowners affected by the changes could be required to pay immediately. He explains that out of 1.1 million premium properties in England, about 450,000 are occupied by pensioners. Around one-third may qualify to defer payment due to incomes below the threshold, but the majority will face immediate charges.

Debbie Abrahams from Age UK expressed support for the intent behind the so-called “mansion tax” but emphasized the need to protect older individuals who are asset-rich but income-poor. She advocates for a deferment option allowing older homeowners to postpone payments until after death, collecting the amount through their estate.

A Treasury spokesperson highlighted the government’s goal to introduce flexibility for vulnerable groups, including those with disabilities or financial difficulties. They defend the reforms as addressing disparities where lower-value homes in some regions pay more council tax than multi-million-pound properties in affluent areas like Mayfair.
