Under the new Labour government led by Prime Minister Andy Burnham, state pensioners born before a certain date will continue to receive a £0 BBC TV licence, thanks to policies overseen by Culture Secretary Lisa Nandy. Mr Burnham recently reappointed Ms Nandy to her role during a Cabinet reshuffle last Monday, positioning them to manage the upcoming BBC Royal Charter renewal process set for 2028.
The renewal focuses on modernizing funding models, adapting governance for the digital age, and ensuring impartiality. The current 10-year charter expires on December 31, 2027, with the new charter becoming effective January 1, 2028.
Lisa Nandy has previously criticized the BBC licence fee as outdated, highlighting that certain households—specifically those with residents aged 75 or older who receive Pension Credit—are entitled to a free TV licence rather than paying the standard £180 fee.

Eligibility criteria include:

Being 75 or older with a valid Pension Credit claim for you or your partner living at the same address.

Applications can begin at age 74 if already receiving Pension Credit.
Residents must hold a valid TV licence to watch or record live TV broadcasts on any channel, stream or download programmes via BBC iPlayer, or access live online TV services like Channel 4 or ITVX. This licence requirement extends beyond traditional TVs to computers, laptops, tablets, digital boxes, gaming consoles, or DVD recorders.
Independent Age advises applicants to ensure the name on their free TV licence application matches the Department for Work and Pensions (DWP) records. If the licence is currently under someone else’s name at the address, the applicant needs the existing licence number to apply. Importantly, a free TV licence covers all residents at the address regardless of age. However, if no one in the household receives Pension Credit, TV licence fees must be paid.
