Drivers can now expect speed limits to return to 50mph along a key route following extensive upgrades to the Saltash Tunnel, which accommodates up to 40,000 cars daily between Devon and Cornwall. After months of enforced 30mph restrictions, this essential refurbishment project has reached a significant milestone.
Since early 2025, National Highways has been undertaking a major overhaul of the 38-year-old Saltash Tunnel to modernize its systems. “Our tunnel systems have been in operation for over 20 years,” explained Julian Mitchell, National Highways’ tunnel manager. “It was crucial to upgrade the tunnel to bring it up to current standards and prepare it for future demands.”
A standout feature of the upgrade is the introduction of a reversible lane controlled by overhead signals, enabling the dynamic adjustment of traffic direction based on time of day or traffic conditions. Motorists are urged to carefully follow these overhead signals to ensure safety.

While the new tidal flow lane control system is now operational, further works, including technology enhancements and maintenance, are ongoing. Overnight tunnel closures from Monday to Thursday will continue into late summer. Additional upgrades encompass installation of new electronic variable messaging signs at Carkeel, near the Tamar Bridge, and at Manadon, dynamic lighting improvements, upgraded power and fiber optic systems, and resurfacing of the tunnel.
National Highways confirms that the comprehensive upgrade project is scheduled to be fully complete later this year, promising a safer, more efficient travel experience for all motorists using this vital link between Devon and Cornwall.
