The chairman of Solihull’s planning committee, Councillor Bob Grinsell, has sharply criticized a recent retrospective planning application involving a home built with altered plans prior to obtaining official permission.
At the committee meeting on June 17, Grinsell addressed the case of applicant Caroline Ownsworth, who had previously received approval in 2022 to demolish an existing house and replace it with a two-storey home on Birch Tree Grove. However, Senior Planning Officer Matt Preece revealed that Ownsworth had submitted an application for multiple changes to the original approved design after construction had begun.
The committee examined slides highlighting the significant differences between the initially approved plans and the structure as built. During public consultation, 20 objections were raised, with neighbours voicing concerns over the new home’s departure from the area’s character, potential overdevelopment, and fears about future modifications being made under permitted development rights.

Despite these objections, planning officers recommended approval of the revised application, subject to strict conditions including the removal of certain permitted development rights to prevent further unauthorized changes.
No public speakers came forward at the meeting, prompting Councillor Grinsell to express disappointment at the applicant’s absence. He criticized the protracted and piecemeal nature of the application process, saying, “If the full plans had been submitted initially, everyone involved—including neighbours—would have a clear understanding of what was happening.”
Grinsell also reprimanded the applicant for failing to consult with neighbours and noted the frustration this caused officers involved in the process. He issued a clear message: “We, as Solihull’s planning committee, do not look kindly on retrospective applications. If you are going to build something, get permission first. Don’t build before gaining approval.”
He added that adhering to these principles would alleviate challenges not only for the committee but also for future developers.
In a unanimous vote, councillors approved the application with conditions attached.
