Renters Flock to Get Pets Following New Labour Government Law

Renters across the country are eagerly embracing pet ownership after the Labour government introduced the Renters’ Rights Act last month. This legislation provides new protections for renters and explicitly stops landlords from discriminating against tenants who have pets.

Since the Act came into force, Waggel, a leading pet insurance provider, has reported a 26% increase in new pet insurance policies compared to the previous six months. In May alone, 20,000 more people requested quotes from Waggel than in April.

The rise in pet insurance is particularly notable for dogs, which saw a 28% increase in new policies, while cat policies increased by 17%. Hannah Simpson, Chief Product Officer at Waggel, commented, “It’s encouraging to see the new law enabling so many people to welcome pets into their homes. Companionship from animals offers profound mental and physical health benefits, and it was unfair that renters were previously denied this simply because they didn’t own their homes.”

The origins of this change trace back to 2021 when the government issued an updated Model Tenancy Agreement allowing pets by default unless landlords objected in writing within 28 days with a valid reason. The Renters’ Rights Act now transforms these guidelines into enforceable law for assured tenancies.

Under the new legislation, tenants must obtain prior written consent before keeping a pet, but landlords cannot unreasonably withhold or delay approval. Each request must be assessed individually, considering the property’s suitability and the tenant’s ability to responsibly care for the animal.

This law marks a significant shift in renters’ rights, empowering more people to enjoy the benefits of pet ownership without fear of discrimination.
