Jez Stracey-Kemp, 40, from Wolverhampton, subjected a West Midlands Police officer to a stream of racist and homophobic abuse after becoming frustrated that his phones—seized during a separate investigation—had not been returned to him.
Over the course of several weeks, Stracey-Kemp used the officer’s work-issued mobile phone number to make multiple calls and send abusive messages, despite numerous requests for him to stop contacting the officer.
During a hearing at Dudley Magistrates’ Court on July 9, Stracey-Kemp admitted to racially aggravated harassment. The court revealed some of the messages sent between March 31 and April 10, including severe racial slurs and homophobic insults targeting the officer. Among the offensive messages were terms such as “PC p**** face,” “f****** white n****,” and “I don’t like gay b******* like you.”

The officer expressed shock at the abusive language and, in a victim personal statement, emphasized that “nobody should be subject to racist or homophobic abuse” and stressed the importance of recognizing the harmful impact of such behavior.
In mitigation, Stracey-Kemp’s representative explained that he was struggling with personal difficulties, including mood swings, and that his frustration stemmed from feeling an injustice over the delayed return of his phones. The court was told that he apologized and acknowledged that his behavior was wrong.
Stracey-Kemp, residing on Blackburn Avenue, received a 24-week prison sentence suspended for 12 months. He was also ordered to pay £150 in compensation and was issued a 12-month restraining order prohibiting any contact with the officer.
The magistrate concluded by condemning Stracey-Kemp’s language and behavior, stating: “You cannot use language like that about anybody, even if you get frustrated.”
