Plans have been submitted to Solihull Council to convert a family home in Elmdon into a residential care home catering to adults with complex needs. The application, put forward by New Leaf Housing for Elmdon Home in Elmdon Park, has been described by Elmdon ward councillor Laura McCarthy as a “significant” proposal, with residents encouraged to share their views during the consultation period.
The application was lodged with Solihull planners on 2 July. According to a planning statement from agent C14 Designs, the local authority’s adult social care policy acknowledges a continuing requirement for specialist care homes to support younger adults with complex needs within the borough.
“The proposed care home would accommodate up to four young adults aged between 18 and 65, all with complex needs,” the statement explains. “It is intended to operate as a small CQC-registered residential setting, delivering 24-hour care and support tailored to residents' assessed needs and individual care management plans.”

The proposal emphasises that the property would maintain its residential character and would not develop into a large-scale institutional facility. The submitted plans detail accommodation for resident units, communal areas, staff and support spaces, administrative offices, and ancillary service areas necessary to support the care home’s operation.
The planning statement asserts that the development would not cause unacceptable harm to highway safety, parking availability, residential or visual amenity, or impair the character of the surrounding area. As such, the agents encourage the council to grant planning permission for the change of use.
Elmdon ward councillor Laura McCarthy has highlighted the consultation launch on social media, inviting residents to provide comments via email to [email protected]. The plans are publicly accessible on Solihull Council’s planning website under application reference PL/2026/01235/PPFL.
Residents and interested parties have until 22 September to submit their views on the proposal.
