Paul Lipscombe, a senior NHS Midlands executive, has admitted to a series of heinous sexual offences against six underage girls, aged between 12 and 15, after grooming them using fake Snapchat accounts. The 51-year-old pleaded guilty at Leicester Crown Court to 34 charges, including two counts of rape, three sexual assaults, and 21 offences of engaging in sexual activity with a child.
A software expert from Rothley, Leicestershire, Lipscombe also confessed to making and distributing indecent images of children, along with causing or inciting sexual activity. The court was told these offences involved victims he had deliberately targeted online.
His arrest came after police stopped his Tesla near a KFC in Birstall, Leicester, in April last year, while investigating a missing 15-year-old girl he had unlawfully taken from her home. The girl, who was taken to a hotel by Lipscombe, had been coached to give a false account to the police, including fabricating claims of abuse by others and stating she was running away to stay with a friend.

During court proceedings, Crown KC Frida Hussain revealed that Lipscombe attempted to deflect suspicion by accusing others of serious crimes to cover his own. Investigators found physical evidence of the sexual assault during searches of the hotel, Lipscombe’s car, and his home, including his phone, mobiles wiped of data, restraints, soft toys, and an open bottle of vodka.
Despite initial silence and refusal to comment during police questioning, further analysis of Lipscombe’s seized mobile phone uncovered evidence pointing to additional victims. Among his online presence was a Snapchat profile promoting himself as an award-winning expert and keynote speaker, concealing his criminal activities.
Lipscombe’s sentencing is scheduled to continue, as the court prepares to deliver its verdict on November 11.
