New DWP Rules from July 1 Could Force PIP Claimants to Stay Home

Starting July 1, significant changes to the Motability Scheme—used by many Personal Independence Payment (PIP) claimants—are set to take effect, potentially restricting independence for disabled individuals. New VAT and premium taxes will apply to most new vehicle leases, alongside increased charges for exceeding mileage limits.

Although the scheme is overseen by Motability Operations rather than the Department for Work and Pensions (DWP) itself, claimants will face stricter rules. These include lower mileage allowances and stricter tyre replacement conditions, sparking concern among users who rely on their vehicles for daily life.

Kay Millar, 29, from Frome, who has been wheelchair-bound since age 12, voiced deep worries about the impact of the changes. “We fought hard for disabled people to access the world. These new rules risk forcing us into our homes,” she said. Millar leads an active life, participating in basketball and surfing, and frequently drives several times a week for specialist medical treatments in Surrey and London.

“As a low-income individual, I can’t simply switch to a different car with my specific needs,” she added. “If I can’t afford my current vehicle, I’ll be stuck at home.”

Motability Operations acknowledged the government’s introduction of new taxes, which will increase lease costs. However, they emphasized that lowering mileage allowances reduces insurance and maintenance expenses and raises resale values, thereby offsetting lease fees.

The company also stated it plans to introduce an exceptions process for limited cases where claimants need to exceed mileage limits, aiming to provide some flexibility.

Despite these assurances, many claimants remain worried that the July changes will significantly restrict their independence and mobility, impacting everyday lives.
