Midlands Town Among Worst for Driving Theory Test Pass Rates and Why

A town in the Midlands has been identified as one of the worst places in the UK for passing driving theory tests. Dudley’s test centre ranked fourth lowest nationwide, with a pass rate of just 38.2% for 2024/25, according to recent research by online used car retailer cinch.

The wider West Midlands region also struggled in the rankings. Wolverhampton came in sixth with a pass rate of 38.5%, while Birmingham ranked eighth at 40.4%.

In contrast, Scotland dominated the top end of the spectrum, claiming six of the top ten highest-scoring test centres. Scotland’s overall pass rate stood at 48.9%, outperforming England’s 46% and Wales’s 42.3%.

Ben Welham, motoring expert at cinch, commented on the findings: “Although Scotland leads the pass rates and larger cities generally have lower scores, the key to success remains thorough preparation. No matter where your test is, candidates who study and practice consistently have the best chance of passing on the first try.”
