‘Jealous’ West Midlands Police Officer Sacked for Accessing Confidential Data on Estranged Wife’s New Partner

A West Midlands Police officer has been dismissed after illegally accessing confidential police records to obtain information about his estranged wife’s new boyfriend. PC Cooper, motivated by jealousy and concern for his children’s safety, spent 40 minutes searching police systems early one morning in May 2024.

During this unauthorized access, Cooper uncovered the man’s criminal history and other sensitive details, which he later used to advise his estranged wife to submit a Clare’s Law request to the police force. Clare’s Law allows individuals to request information about a partner’s past history of violence or abuse.

At an accelerated misconduct hearing held in June, a panel chaired by Debra Tedds found Cooper guilty of gross misconduct. The panel concluded that Cooper’s actions were a serious breach of professional standards, noting he misused police information without any legitimate policing purpose. His behavior was deemed an abuse of his position as a serving officer.

The panel’s report highlighted that accessing police data for personal reasons is “always serious and unacceptable.” Cooper’s decision to search confidential records was driven partly by jealousy but also by concerns for his family’s wellbeing. Still, the correct procedure would have been to report his concerns to supervisors rather than accessing sensitive information himself.

Though Cooper admitted to intentionally and deliberately searching the databases, he denied directly passing on the information he found. He did acknowledge advising his wife to make the official Clare’s Law application, demonstrating awareness of the seriousness of his actions.

The panel emphasized that Cooper’s conduct violated standards relating to confidentiality and discreditable behavior. Despite being well-regarded by colleagues, the severity of this breach led to his immediate dismissal without notice.

This case underscores the importance of adhering to strict ethical guidelines when handling confidential police information, especially when personal emotions and domestic concerns are involved. Police officers are entrusted with sensitive data that must never be accessed or used for personal benefit or motivations.
