I’m on PIP from DWP – and I Support the New Strict Rules for Motability Scheme Claimants

Recent changes to the Motability Scheme, introduced in July by the Department for Work and Pensions (DWP) and Motability Operations, have received support even from some of those directly benefiting from it. These reforms include revised mileage allowances, updated tyre replacement policies, and adjustments to VAT charges.

The Motability Scheme, widely used by claimants receiving Personal Independence Payment (PIP) or Disability Living Allowance (DLA), helps provide vehicles that enhance independence for people with disabilities. Rob Crossan, a PIP claimant who shared his experience with The Telegraph, expressed mixed feelings: “I love my new Motability car – but even I agree with the scheme’s new restrictions.” He highlighted how vital the scheme is in granting disabled people a degree of freedom, emphasizing the impact on daily life despite some previous controversies involving misuse.

Rob welcomed the decision to remove luxury vehicles from the scheme, stating, “In these times of austerity, there is absolutely no need for people with disabilities to be claiming vehicles of this level of ostentatiousness.” This move aims to prioritise fairness and ensure taxpayer funds are used responsibly.

A spokesperson from Motability emphasised the importance of vehicles for independence, noting that approximately 75% of customers already comply with the new mileage limits. They also confirmed an exceptions process will be available for those with exceptional needs.

Labour Party Work and Pensions Secretary Pat McFadden MP stressed the fairness driving these changes: “Today’s changes are driven by fairness for the taxpayer, fairness for disabled people, and fairness for the country. We’re saving £1 billion of taxpayer money by removing VAT relief on some new Motability leases, while continuing to support disabled people’s mobility and independence. We’re building a fair welfare system and an economy that works for everyone.”

These reforms reflect a balance between sustaining vital support for disabled individuals and ensuring accountability in public spending.
