DWP Warns of Scam Texts Posing as Winter Fuel Payment Notifications

The Department for Work and Pensions (DWP) is alerting the public to a surge in scam messages falsely claiming to be “important legal notifications” about the Winter Fuel Payment. These texts, which are being sent to thousands of mobile phone users, falsely instruct recipients to apply urgently for the heating allowance.

In reality, the Winter Fuel Payment is automatically paid to eligible pensioners, requiring no application process. The DWP and benefits advisors strongly warn people not to click on any links or provide personal or financial details in response to these scam messages.

A typical fraudulent message reads:
“Important Legal Notification: Department for Work and Pensions (DWP) - Winter Fuel Payment Reminder. Our records show that you have not submitted your application for the 2025-2026 Winter Fuel Payment. To receive the £300 allowance you must submit your application by [date]. Applications received after this date cannot be accepted.”

These texts often include a link that mimics the official UK Government website but with subtle URL differences, such as “gov.winter-subv.com/dwp”. Many recipients do not meet eligibility criteria, yet scammers continue to send out these deceptive messages indiscriminately.

The DWP is collaborating with Action Fraud and charities including Independent Age to raise awareness and provide support to those who may be targeted.

Pat McFadden, the Work and Pensions Secretary, stated:
“If you get a text message about Winter Fuel Payments, it’s a scam. These payments are made automatically, so there is no need to apply. Please don’t engage with these messages—forward suspicious texts to 7726 and delete them immediately.”

Joanna Elson, Chief Executive of Independent Age, emphasized the impact on vulnerable older adults:
“Scammers are exploiting the Winter Fuel Payment to target older people on low incomes. This vital support helps protect those struggling with heating costs. Many who call our helpline are anxious and wrongly believe they must act to receive their payment. The key message is you do not need to do anything—eligible individuals will be paid automatically.”

Eligible pensioners can expect a notification letter in October or November detailing their Winter Fuel Payment amount, which ranges from £100 to £300 depending on age and circumstances. Payments are scheduled to be made between mid-November and December 2025.

Earlier this year, the Government reported removing 4,600 fraudulent websites linked to the Winter Fuel Payment scams.

The DWP urges everyone to remain vigilant and to seek advice only from official sources.
