The Department for Work and Pensions (DWP) is preparing to overhaul Personal Independence Payment (PIP) assessments to better support disabled individuals in gaining and maintaining employment. This initiative stems from the highly anticipated Timms Review, which is expected to release its interim findings shortly.
In an exclusive interview with The i Paper, Rt Hon. Sir Stephen Timms MP, co-chair of the review, emphasized the need for change: “We’re examining the current assessment process and believe there is a compelling case for a different approach from the one currently in place.”
Timms further explained, “Any changes we propose will focus on enabling PIP to more effectively support people into jobs or help them stay employed if they develop health conditions during their working lives. We aim to present our recommendations in the full report due this November.”

The Timms Review, jointly led by Dr Clenton Farquharson CBE, Sharon Brennan, and Sir Stephen Timms, provided an update on its extensive progress. Since the launch of their Call for Evidence, over 38,000 responses have been received, reflecting the vital importance of PIP for disabled people and the widespread interest in its improvement.
To deepen engagement, the review team has introduced the “Workshop in a Box” toolkit on the GOV.UK website. This resource facilitates community conversations and gathers qualitative insights from people living with disabilities and long-term health conditions. It is modeled after NHS England’s engagement methods used in their 10-Year Health Plan.
The review team emphasized the value of broad input, stating, “The feedback collected through these workshops will be crucial to the co-production of a fair and effective PIP system that truly meets the needs of its users.”
They called on organizations and individuals to participate actively: “The success of the Timms Review depends on disabled people across the UK shaping its outcome. We encourage everyone to host workshops and contribute their experiences to help create a future PIP system that works for all.”
