As the Household Support Fund is set to conclude in March, the Department for Work and Pensions (DWP) is launching a new support initiative called the Crisis and Resilience Fund to assist vulnerable households across the UK. This new scheme aims to provide timely financial relief through Crisis Payments that target immediate and essential needs.
According to official guidance from the DWP, there isn’t a strict list of eligible expenses for these Crisis Payments. Instead, support will be tailored based on individual circumstances, taking a person-centred, needs-based approach. However, the DWP highlights nine key areas where payments can be directed to maximize impact:
- Food
- Water
- Housing costs
- Period and hygiene products such as soap and toothpaste
- Energy bills
- Clothing—including warm winter clothing, shoes, or uniforms
- Essential furniture and appliances like beds, bedding, washing machines, fridges, ovens, window coverings, and carpets
- Essential transport costs, including car repairs, bicycle purchases, bus passes, and fuel
- Digital connectivity, such as broadband and phone bills

The DWP emphasises that what constitutes a crisis will vary from person to person. Individuals with disabilities, those experiencing homelessness, care leavers, unpaid carers, single-person households, families with children, and pensioners all have differing urgent and longer-term needs.
Cash-first Crisis Payments are designed to empower recipients with dignity and flexibility, enabling them to meet their unique requirements directly. The DWP also encourages authorities administering these payments to adopt a Trauma Informed Approach, ensuring support is sensitive to those' underlying circumstances and needs.
This new fund represents a shift towards personalised, flexible support, recognising that households face an array of challenges that require varied solutions.
