DWP Council Tax Reduction Extended to Non-Benefit Households in England

The Department for Work and Pensions (DWP) has expanded access to a valuable perk: the Council Tax Reduction (CTR) scheme is no longer limited to those receiving disability benefits. Households in England with disabled residents may now qualify for reductions under the Disabled Band Reduction Scheme, even if they do not claim any DWP benefits.

This scheme is designed for households living in larger properties than necessary due to the needs of a disabled occupant. Eligible homes receive a reduction in their Council Tax band—lowering the tax rate to the next band down. For instance, a property currently in Band D would be charged at the Band C rate. If your home already falls within Band A, which is the lowest band, you are entitled to a 17% discount on your Council Tax bill instead.

To qualify, there must be evidence of additional space or adaptations, such as an extra bathroom, kitchen, or room, or sufficient space inside the property to accommodate wheelchair use. Importantly, the property must be the primary residence of at least one disabled person, which can be an adult or a child and does not need to be the individual responsible for paying the Council Tax.

Local authorities, such as Birmingham City Council, confirm that properties adapted for disabled residents are eligible for this discount. This adjustment effectively shifts the household to a lower Council Tax band, reducing their financial burden. For example, a home in Band C would be charged at the Band B rate, while those in Band A receive a discount equivalent to one-ninth of the Band D Council Tax amount.

This extension ensures that more families supporting disabled members receive fair relief, recognizing the additional living space and adaptations required.
