DWP Confronts ‘Existential’ Crisis Amid Rising Youth Unemployment

The Department for Work and Pensions (DWP) is facing what has been described as an “existential” crisis: the urgent need to reintegrate younger people into the workforce. Recent data reveals that youth unemployment for those aged 18 to 24 surged to a five-year high in the final quarter of 2025.

Alan Milburn, former Labour MP and chair of the government’s Young People and Work review set to report this summer, warns that this increase represents a significant risk to the UK’s future. “This is not a short-term phenomenon; it’s a long-term one,” Milburn told the BBC. “We’re witnessing dramatic changes in the labor market landscape.”

Alarming statistics show that 45% of 24-year-olds who are neither in education, employment, nor training have never held a job. Milburn explained, “If you haven’t secured a job by 24, it often leads to long-term scarring, leaving many reliant on benefits for life.”

The personal struggles behind these numbers are poignant. One 22-year-old unemployed since January 2025 shared, “I apply to about 50 jobs a month, tailoring four different CVs for various roles. I can’t be selective. Each day involves searching the same websites and sending similar applications. After a while, it really becomes soul-crushing.”

Jonathan Townsend, UK chief executive of The King’s Trust, an organization aiding young people into work, highlights the growing demand among youth to find employment despite barriers. “This generation’s entry into the workforce was uniquely disrupted by the pandemic, creating gaps in skills, confidence, and networks essential for landing a first job.”

Julie Leonard, chief impact officer at Shaw Trust, echoes these concerns, emphasizing the hardships faced by young people today. “This generation has had a raw deal. The pandemic struck during a critical period for workplace skill development, coinciding with unprecedented social and technological changes.”

With youth unemployment climbing and these significant challenges mounting, urgent action is needed to support young people in securing their futures and reversing this worrying trend.
