A woman who falsely claimed Universal Credit as a single person has been caught after Department for Work and Pensions (DWP) investigators discovered wedding photographs she posted on Facebook. Judith Blackmore neglected to declare that she was married when completing her claim form, resulting in £44,000 of benefits obtained fraudulently.
Prosecutor Holly Thompson explained that Blackmore was required to notify the DWP if she was living with a partner during the time she received Universal Credit. Upon signing a declaration, she affirmed that the information provided was complete and correct and agreed to promptly report any changes in her circumstances.
In mitigation, Julia Baggs highlighted that Blackmore had accrued debts related to launching her horsebox business. She added: “She buried her head in the sand. This is something that spiralled out of control, and she now feels a deep sense of shame. She has always been a hard-working lady.”

Sentencing Recorder Richard Wright KC described the offence as “persistent dishonesty over a long period of time” with multiple chances to stop the fraudulent conduct. He stated: “You deliberately obtained money you knew you were not entitled to. This money was not free; it comes from hardworking taxpayers as a safety net. Over the period, you stole approximately £44,000 – a significant sum. This involved numerous false declarations over an extended time. I acknowledge your shame and remorse.”
Blackmore admitted to committing fraud between September 2018 and June 2024. She was sentenced to 16 months suspended imprisonment, avoiding immediate custody.
Members of the public can report suspected benefit fraud via the GOV.UK Report Benefit Fraud portal. The DWP defines benefit fraud as deliberately claiming welfare funds by providing false information, failing to report changes in circumstances, or concealing savings.
