DVLA Clamps 28,000 Untaxed Cars, but Many Drivers Remove Them Illegally

The DVLA clamped more than 150,000 untaxed vehicles last year in an effort to enforce car tax regulations. However, these efforts have been met with resistance, as an astonishing 28,642 wheel clamps were illegally removed from vehicles during this period.

Labour Party transport minister Simon Lightwood confirmed that thousands of motorists illegally removed immobilisation devices in 2025, highlighting the ongoing challenges faced by authorities. Jack Cousens, head of roads policy at the AA, emphasized the risks posed by untaxed vehicles, stating that these cars and their owners are “likely a threat to other road users.”

Vehicles can be clamped or impounded if found untaxed while on a public road, even if a Statutory Off Road Notification (SORN) is in place. Similarly, vehicles without a SORN can be targeted whether on public roads or not. The cost of releasing a clamped vehicle requires payment of a ‘surety’ deposit—£160 for cars or motorcycles, and up to £700 for other types of vehicles—if the tax isn’t renewed promptly.

Mr. Cousens further explained that untaxed vehicles often present multiple dangers: they may be uninsured, lack a valid MOT, and could be involved in traffic violations like speeding. The fact that some owners possess the tools and skills to remove clamps suggests these vehicles are exactly the ones authorities most want to take off the road.

DVLA Chief Executive Tim Moss CBE urged drivers to stay compliant: “Most drivers keep their vehicle tax up to date, but if you don’t tax your vehicle on time, the consequences can be significant. Having your vehicle clamped is avoidable, as taxing your vehicle is quick and easy to do. You can also pay by Direct Debit, which helps ensure you don’t miss renewals and lets you spread the cost.”
