Dudley Council to Cover Funding Gap for Holiday Food Programme Supporting Low-Income Families

Dudley Council is set to address a funding shortfall in its Holiday Food Activities Programme (HAF) by allocating money from its own resources. The programme, which supports over 13,000 children eligible for free school meals, provides vital meals and engaging activities during school holidays.

At the council cabinet meeting on June 11, members unanimously endorsed continuing the HAF programme for another two years. This initiative aims to support low-income families when schools are closed by offering both nutritious meals and family-friendly activities.

Labour councillor Cathryn Bayton praised the programme, emphasizing its value beyond just food provision: “The focus on family activities – I don’t think that can be underestimated.” Reform UK’s deputy leader in Dudley, Councillor Shaun Keasey, also voiced strong support, highlighting the increasing struggles faced by families and the importance of ensuring children receive meals and enriching holiday experiences.

For the 2026/27 financial year, the government will provide £1.24 million for the HAF programme, a 2.4% reduction from the previous year’s funding. To compensate for this decrease, Council Leader Patrick Harley expressed willingness to use council funds to cover the gap, anticipating broad political backing. Councillor Wayne Little, cabinet member for children and young people, affirmed his support for the initiative, describing it as a “well-known” programme with positive impacts.

Additionally, councillors agreed to extend the contract process beyond 2027, allowing officers to explore ways to continue delivering the HAF scheme. Labour leader Shaukat Ali called for prioritising local providers when awarding future contracts, ensuring the programme benefits the Dudley community directly.
