Dudley Council Leader Issues Clear Warning to Officers Over Commitment

Dudley Council’s leader, Cllr Patrick Harley, has delivered a firm message to the authority’s senior officers: perform at the highest level or face termination.

As local elections approach on May 7, Harley, who leads the council’s minority Conservative administration, explained why the council is cautious when recruiting new senior staff amid an ongoing management restructure aimed at streamlining services. This process has led to changes in top roles and fresh recruitment for key positions.

“We will not settle for second best,” said Harley. “In the past, poor decisions have let down elected members. That will not happen again. We need the absolute best. These roles come with six-figure salaries, and if we don’t have full confidence in a candidate’s ability to deliver, we simply won’t hire them.”

Harley defended the temporary use of interim officers when permanent hires are not immediately available but was clear that complacency will not be tolerated.

He recounted a telling moment: “When an officer was asked, ‘Why Dudley?’ he replied, ‘It’s easy.’ That individual no longer works for us. We want people who are ambitious and ready to push Dudley forward.”

Regeneration is a key Conservative priority, and Harley emphasized the importance of having officers aligned with this vision.

“For too long we’ve tread water,” he said. “I truly believe this is Dudley’s time to grow and thrive. In Brierley Hill, exciting redevelopment plans are underway, including major redesigns of Lower High Street. Halesowen remains a success story, especially with a strong Business Improvement District.”

He also revealed ongoing initiatives, including a feasibility study for a velodrome—possibly as part of a multi-sport complex—and incremental investment in Stourbridge.

“Dudley needs a real boost,” Harley concluded. “It’s not just about the town centre; improvements here will create ripples throughout the entire borough.”
