Dudley Cabinet to Debate Housing Plan Already Due for Replacement

Dudley Council’s cabinet is preparing to discuss the rollout of its new local plan, despite knowing it will require replacement shortly after adoption. This unusual scenario comes as a result of recent legislative changes impacting housing policy.

The Dudley Local Plan (DLP), which outlines development guidelines through 2041, was found sound by planning inspector Louise Nurser following an extensive public inquiry. With some modifications, the council can proceed with implementation.

However, the plan was drafted using the 2023 National Planning Policy Framework (NPPF), which was updated in 2024. According to a cabinet report signed by Michael Brereton, Dudley’s Director of Development and Regulation, the 2024 NPPF introduced a new, stock-based method for calculating housing need that significantly increases the borough’s Local Housing Need (LHN).

Under the updated formula, Dudley’s LHN has risen from 657 to 1,514 dwellings annually—a more than doubling in required housing.

During public hearings, housing developers accused the council of hastily advancing its proposals to avoid designating green belt land for development. However, Anne Boyd, Dudley’s Director of Growth and Infrastructure, noted that the inspector agreed the current plan does not necessitate altering green belt boundaries to meet housing demands.

This balance may be threatened by higher housing targets in an upcoming plan, increasing pressure on Dudley’s green belt. Council leader Councillor Patrick Harley has voiced strong concerns, emphasizing local commitment to preserving green belt areas.

“People across the borough are very proud and protective of the green belt, and once it’s gone — it’s gone,” Cllr Harley said. “In my time as leader, we will probably put those pressures off long enough, but who knows what the future holds? I think we have a massive fight on our hands.”
