Council Rejects Proposal to Convert Home into Nursery Over Safety and Community Concerns

Sandwell Council has refused an application to convert a detached three-bedroom house in Bell End, Rowley Regis, into a nursery for up to ten children. The applicant, Omar Kazimi, had proposed significant alterations, including removing the ground floor conservatory and patio to build a nursery activity room and toilets, as well as converting the first floor into a self-contained three-bedroom flat.

According to the council’s planning report, the proposed two-storey extensions would be disproportionate, creating a “harmful terracing effect” in the street and negatively impacting the light and outlook of neighboring homes. Planners described the scale and massing of the additions as neither subordinate to the original house nor appropriate for the setting.

Parking arrangements also raised concerns. The plan included a limited car parking area at the front of the property, which planners deemed insufficient for the expected volume of nursery-related traffic. The location of the driveway next to a bus stop and streetlamp on a busy road was considered a safety hazard due to impaired visibility and increased potential for vehicle conflicts.

Furthermore, the council highlighted the nursery’s incompatibility with the surrounding residential area, warning it would likely generate unacceptable noise and disturbance. The presence of children playing in the rear garden and increased traffic during pick-up and drop-off times were cited as major sources of disruption for neighbors.

In summary, Sandwell Council concluded that the proposed nursery would be detrimental to the character of the neighborhood, compromise safety, and cause significant inconvenience to residents, leading to the rejection of the application.
