The Conservative Party plans to introduce Department for Work and Pensions (DWP) benefit ration cards aimed at preventing benefits misuse by offenders serving community or suspended sentences—if they win the next general election.
The proposal targets individuals receiving welfare payments funded by taxpayers who may be spending that money on alcohol, cigarettes, or gambling. Shadow Home Secretary Chris Philp emphasized the moral imperative to stop public funds being squandered on luxuries by criminals.
“We believe it’s wrong for criminals receiving taxpayer-funded benefits to use that money for gambling, alcohol, or cigarettes,” Philp stated. “Instead of cash payments, these individuals would receive a payment card that restricts certain transactions.”

The benefit ration card would prevent users from withdrawing cash from ATMs, transferring money to others, or purchasing restricted items such as alcohol and gambling services. Philp described the measure as a necessary step to protect taxpayers from having their money wasted.
Speaking on GB News, Philp clarified that the policy would apply to offenders on community or suspended sentences and those on license after prison release, extending for one year thereafter.
“This is about ensuring public money is spent responsibly and that criminals serving sentences don’t exploit welfare funds for harmful activities,” he said.
If implemented, the ration card system would mark a significant shift in how welfare payments are managed for offenders, introducing tighter controls to curb abuse and promote accountability.
