Blue Badge Rule Crackdown: Over 100,000 Fines Issued for Disabled Parking Misuse

A recent crackdown on Blue Badge misuse has led to over 100,000 fines being issued to drivers misusing disabled parking bays across the UK. Freedom of Information data collected from councils nationwide reveals that during the 2024/25 financial year, more than 100,000 Penalty Charge Notices (PCNs) were issued for parking infringements related to Blue Badge misuse or unauthorized use of disabled bays.

Lee Cartwright of Mobility Solutions Direct emphasized the importance of these parking spaces for those with disabilities. “When car parks are busy, it may be tempting to use a disabled bay ‘just for a minute,’” he explained. “But for someone with mobility challenges, that space is not a convenience—it’s a necessity.”

Cartwright further highlighted the difficulties faced by individuals suffering from chronic pain, respiratory issues, or limited mobility. “Even a short walk across a crowded car park can be exhausting or impossible for some people, making accessible parking essential to their ability to shop or complete daily tasks,” he said.

He also noted a seasonal trend, with accessible parking spaces often taken during busy summer months at garden centres and retail parks, potentially depriving disabled individuals of vital access.

“Most people don’t intend to make life harder for disabled individuals,” Cartwright added, “but taking these spaces when the lot is full risks preventing someone else from shopping, visiting family, or obtaining essentials.”

The Department for Transport (DfT) guidance reinforces this message: “You must use the Blue Badge properly. The badge and its concessions are for your use only. Misuse of the badge is a criminal offence and can result in a fine of up to £1,000 and confiscation of the badge.”

The DfT also reminds users that if parking concessions are being used as a passenger, it is still their responsibility to ensure the driver complies with all Blue Badge rules to protect the scheme’s integrity and benefit genuine badge holders.
