In a shocking incident in Birmingham city centre, 52-year-old Quinton Brown exposed himself and made horrifying remarks including telling a mother and her children, “Hi girls, I want to rape with a white girl.” This distressing episode unfolded near the West Midlands Police headquarters on Colmore Row, causing panic among onlookers and prompting urgent police response.
Prior to this, Brown had harassed a group of young females, grabbing one woman by the face and making similarly disturbing comments. His actions escalated to attacking a woman in a wheelchair, knocking her out of the chair and leaving her frightened and shocked.
Witnesses described Brown wandering the street with his trousers and underwear around his ankles, exposing himself and behaving erratically. Some bystanders fled into a nearby restaurant to escape the terrifying scene. Officers arrived to find Brown apparently unconscious on street furniture; he was subsequently arrested after initially giving the alias “Milkybar Kid.”

During police questioning, Brown first claimed drug use but later explained he deliberately sought arrest out of fear for his safety. He is no stranger to the criminal justice system, with 16 prior convictions for 24 offences including violent crimes and robbery. In 2023, he received a suspended sentence for threatening someone with a meat cleaver in the city centre.
At Birmingham Crown Court, Brown admitted to exposure and two counts of assault. Judge Dean Kershaw sentenced him to ten months, acknowledging it was Brown’s first sexual offence but condemning the distress caused to the victims. Brown expressed remorse via video link, apologizing for his behavior and attributing it to being intoxicated and scared.
This event has highlighted the vulnerability of victims in public spaces and the serious impact of such disturbing behavior on community safety.
