Birmingham man fined for fly-tipping chair after distressing phone call

A Birmingham man has been fined after admitting to illegally dumping a chair in the city, following a panicked reaction to a worrying phone call about his daughter’s health. Abdulrahman Ahmed, 58, appeared before Birmingham Magistrates Court on Thursday, 24 September, where he pleaded guilty to two breaches of the Environmental Protection Act 1990.

The offence occurred on 8 October 2025, when Ahmed dumped a small plastic chair on Brickfield Road. Ahmed, who resides on Gotham Road in Birmingham, explained to the court that he had been taking the chair to the local rubbish tip when he received a call from his wife about their daughter. Concerned for his daughter’s wellbeing, he said he acted impulsively and disposed of the chair on the street before hurrying home.

Prosecutor Hannan Aurangzeb outlined that the incident was recorded on nearby CCTV cameras, showing an individual opening a rear car door and discarding the item. Investigators traced the vehicle involved back to Ahmed and subsequently sent a notice requesting information about the driver at the time. Ahmed failed to respond to the initial and reminder letters sent in November.

A fixed penalty notice was issued in December; however, despite further reminders in January and February, no payment was received. Ahmed appeared unrepresented in court and reiterated his explanation for the dumping, citing his concern for his daughter as the reason for his actions.

The magistrates fined Ahmed £461 and imposed an additional surcharge of £184.
