Birmingham City Council has unveiled plans to reduce speed limits across most residential streets, signalling a major shift towards prioritising pedestrians and public transport over car traffic. In a move that will require drivers to adapt, nearly all smaller residential roads in the city are set to be limited to 20mph.
Council representatives emphasised that “cars will no longer dominate street life around homes and schools,” with 20mph becoming the standard speed limit on local roads. The initiative aims to transform residential neighbourhoods and local centres into spaces where people come first, promoting safer and more community-friendly environments.
The new limits will be implemented gradually, though exemptions are expected on some busier main roads. These changes reflect a broader strategy to slow traffic and create a more pedestrian-focused city.

However, the proposals have drawn criticism from opposition parties. Reform UK labelled the plans “anti-motorist,” arguing that blanket 20mph zones are unnecessary and that speed reductions should be applied only in areas that genuinely require improved safety measures.
Cllr Jex Parkin, leader of the Reform group, stated, “Birmingham’s roads are already difficult enough to navigate without the council putting yet another obstacle in people’s way. This is an anti-motorist policy and Reform will oppose it. Keep 20mph where there is a genuine safety need – but scrap the idea that it should become the default across Birmingham.”
As the council moves forward with this policy, the speed limit changes are poised to become a significant topic of political debate in the city.
