A dentist in Bearwood has put forward a revised plan to extend his dental surgery after initial proposals were rejected due to privacy and design concerns. Complete Dental, located on Bearwood Road, Smethwick, originally sought permission to build a three-storey rear extension adding four new surgery rooms. However, Sandwell Council declined the application, citing intrusive overlooking that would compromise neighbors’ privacy.
The practice argued that expanding its premises is essential to address a significant shortage of NHS dental appointments in Sandwell, where long waiting lists and high patient demand have created challenges for local residents seeking timely care. In response, Complete Dental’s new proposal aims for a more modest expansion, featuring two new rooms and the extension of two existing ones, rather than the originally proposed four additional rooms.
In support of the application, Complete Dental emphasized: “There is a significant and ongoing shortage of NHS dental provision across Sandwell and neighbouring areas. Complete Dental is currently experiencing very high levels of patient demand, resulting in long NHS waiting lists and limited appointment availability. The existing size and layout of the premises restrict our ability to meet this growing need effectively. The proposed expansion is the only realistic means to increase capacity, shorten waiting times, and improve NHS patient access.”

Sandwell Council’s planning team previously refused the first application, stating that the three-storey extension was “obtrusive, overly dominant and disproportionate,” and compromised the character of the host property and neighborhood. Concern was also raised regarding the potential for the extension to block neighbors’ views, as well as the potential impact on highway safety due to inadequate off-street parking.
While the council acknowledged the pressure on local dental services, planners maintained that the proposed structure was “unsympathetic” to its surroundings. The revised, scaled-back extension seeks to address these concerns by reducing the size and massing of the addition, balancing the urgent need for expanded NHS dental services with the community’s desire to preserve privacy and neighborhood character.
