TV Licensing has released an official list of health conditions that qualify for a 50% discount on the TV Licence fee. If you are aged 75 or over and receive Pension Credit from the Department for Work and Pensions (DWP), you can get a free TV Licence. Additionally, living in residential care homes, supported housing, or sheltered accommodation may make you eligible for a reduced fee.
One important concession applies to those who are blind or “severely sight impaired.” If you can provide the proper evidence, including a Certificate of Visual Impairment (CVI), a BD8 certificate, or other official documentation from a Local Authority, Ophthalmologist, HMRC, or relevant health services, you can apply for a 50% blind concession.

- A CVI or BD8 certificate confirming certification as blind or severely sight impaired
- Registration proof from a Local Authority or a certificate from an Ophthalmologist
- HMRC tax coding notice showing Blind Person’s Allowance
- A National Registration Card endorsed by an Ophthalmologist
- DHSS documentation for Isle of Man residents
- Health and Social Services documentation or an Optometrist letter for Northern Ireland residents
TV Licensing emphasizes that anyone who is blind or severely sight impaired, regardless of age, may apply for the concession. However, those who are partially sighted or sight impaired do not qualify for the 50% blind concession.
