Andy Burnham government outlines changes to student loan repayment rules

The Government, led by Andy Burnham, has announced changes to the interest rates and repayment conditions for student loans. The Department for Education has confirmed annual adjustments to the interest rates applied to both undergraduate and postgraduate Income Contingent Student Loans, alongside revisions to repayment thresholds for Plan 1 Income Contingent Student Loans. Additionally, updates have been made regarding the interest rates and deferment thresholds for Mortgage Style Student Loans.

Recent analysis reveals that current graduates in England are repaying amounts more than twice as high as those under Plan 1, the scheme in place before the coalition government in 2012 increased annual undergraduate tuition fees from £3,375 to £9,000. Plan 2, which succeeded Plan 1, was active from 2012 until 2023.

Lucy Powell, Labour Party MP and newly appointed Education Secretary, has stated that reviewing student loans is “very much at the top of my in-tray,” amid mounting criticism from student groups, campaigners, and Members of Parliament regarding changes to loan repayments.

The Treasury Select Committee has urged the government to end its three-year freeze on the loan repayment threshold, a measure anticipated to raise repayments for graduates by approximately £300 annually.

A spokesperson from the Department for Education commented: “We recognise that the system we inherited is flawed and unfair, with some graduates feeling the burden more acutely. We are committed to ensuring the student loans system operates more effectively for everyone and are currently considering our response to the Treasury Committee’s inquiry.”
