Constellation Cold Logistics (CCL), a leading cold storage provider in Europe, has received planning approval from the City of Wolverhampton Council for a major £80 million expansion of its warehouse facilities.
The approved project entails constructing a new 108,900 square foot cold store warehouse at CCL’s Park Lane Industrial Estate site. This development is set to double the current storage capacity to 40,000 pallets and create 37 new jobs. The state-of-the-art facility will operate 24 hours a day, enhancing the company’s operational capabilities.
CCL acquired the Park Lane site in 2023, recognising the need for substantial investment as the existing infrastructure had last been modernised 30 years ago, with some buildings dating back to the 1950s. According to the planning application, without expansion, the firm may have to relocate its operations from the city, withdrawing the proposed £80 million investment.

The company emphasised that the current facilities are outdated and unfit for purpose. Alternative locations within the local area were considered, but none could accommodate the required footprint while maintaining operational efficiency. The Park Lane site remains the most suitable, balancing environmental sustainability with minimal impact on sensitive areas.
If the project did not proceed, CCL stated it would likely leave Park Lane and potentially relocate elsewhere within the Black Country region, risking the loss of both existing and prospective jobs.
Despite receiving ten objections related to increased traffic congestion, noise, emissions, light pollution, and parking concerns due to the warehouse’s proposed 24-hour operation, the council approved the plans. A previous planning submission, proposing an even larger investment and tripling storage capacity, was withdrawn last year amid concerns about its scale and neighbour impact.
CCL aims to have the new warehouse operational by summer 2027, reflecting a significant boost to Wolverhampton’s industrial infrastructure and job market.
