Former Birmingham city centre factory to become 215 apartments and nine townhouses

Plans to convert and extend the former factory at 55 Holloway Head, Birmingham city centre, are set to receive a positive recommendation for approval. The largely vacant building, known as Lee Bank House, is proposed to be extended by five storeys, bringing its height to 12 storeys and creating 215 apartments. Additionally, nine new townhouses would be constructed on the site.

Originally built in the 1950s as a flatted factory for industrial use, the site has since hosted a variety of activities including workshops, offices, and training facilities. The current redevelopment plan aims to revitalize this brownfield land with a high-quality residential development.

A council officer’s report highlights several benefits of the scheme, such as increased housing supply, improved streetscape, and enhanced biodiversity. While the plans may cause minor harm to nearby designated heritage assets—including the historic Craven Arms and Synagogue—these impacts are considered very low and are outweighed by the overall advantages of the development.

The report states: “The proposed development would deliver a distinctive, sustainable residential community on a previously underused site, contributing meaningfully to Birmingham’s housing targets and regeneration goals.” Furthermore, the project includes a financial contribution toward affordable housing.

Addressing concerns about the loss of employment space, the council noted that there has been no policy change preventing redevelopment. The character of the area has shifted to predominantly residential with multiple housing developments nearby, supporting the site’s new use.

With planning approval recommended, the proposal will be presented at the Birmingham planning committee meeting on Thursday, January 22.
